Support for Mortar method #37

This task deals with the support for the mortar method. Basically we need to :
 - add a Mortar template argument to polynomial basis
 - deal with the mortar construction in the dof table
 - re-order the dof in the doftable with respect to the associated geometrical entity

modified dof table and make the data structure more dynamoc to handle mortar
start change all over the place to handle the mortar
