Support PHP's PHPT tests #78

PHP has a lot of PHPT tests. Trivially, they can be just run as they are,
as their code is in <?php ... ?> tags, and the rest of the file will simply
be interpreted as HTML code.

However, it would be useful to use at least the INI settings provided, and
perhaps the dependency information.
