Add an empty bucket notification script #17

To see the available options:

python batch-transfer/empty_notification.py --help

To run it on the its-live-data bucket:

python batch-transfer/empty_notification.py

To test it against the empty a-very-empty-bucket bucket:

python batch-transfer/empty_notification.py --bucket a-very-empty-bucket --sleep 3
