Migrate HAND data to AWS OpenData #2

To make the HAND data available on AWS we'll need to follow the AWS Open Data Sponsorship Program's Onboarding Handbook for Data Providers

That, at the high level, will look like:

- [x] Providing Documentation, tutorial(s), & Registry of Open Data entry
- [x] ASF Director accepting the AWS Open Data Sponsorship Program Terms and Conditions

- [x] Launching your dataset

Draft PR for the AWS OpenData catalog entry detailing documentation/tutorials is open: https://github.com/awslabs/open-data-registry/pull/2069

Once we've migrated the data and are "ready to launch," we'll take the PR out of the draft, and the AWS team will do a final review. Merging will launch the dataset on AWS OpenData.
