Generate HAND Notebook: migrate asf_tools -> hydrosar #6

As of asf_tools v0.6.0 all the HydroSAR HAND code in asf_tools has been isolated to an asf_tools.hydrosar sub-package, which is slated for deprecation as it is being moved to the HydroSAR project repository.

Once the hydrosar package that will be provided via pip/conda is available, we should cut over to the hydrosar package.

Labeling as "bug" because we have to restrict the environment to asf_tools<0.6.

We also need to update the hand/readme.html to point to the HydroSAR package
