Release 0.10.2 -- metadata update #197

I confirmed with the golden tests that:

  1. the comma is no longer in the flag_meanings attribute for all missions, e.g.: https://github.com/ASFHyP3/hyp3-testing/actions/runs/3597268072/jobs/6058848356#step:4:1329
  2. Only metadata changes were found in all pairs, except L7 which has some normal random variations.
