This:

fixes a typo in setting the latitude attribute in the cropped netCDF file (woops)
Removes the changelog entry in #232 as we haven't release the cropping functionality
Removes the vend/CHANGES-232.diff as this isn't a vendored, upstream file (not in the vend directory)
