S1 burst process geocoding with isce3 #275

This draft is to document the process for S1 bursts using isce3 to geocode.

The process runs safe2burst to download the bursts and then RTC OPERA package to geocode them. The output can be used with the autoRIFT optical workflow. However, some changes are necessary in autoRIFT to make it compatible with the new updated libraries.

All the processes that run isce2 have been remove because they do not work with the new environment.
