update dockerfile

When comparing with the hyp3-autorift Dockerfile there were no large changes, just needed to change the author/email information. However, do we want to switch to using micromamba instead of mambaforge?

@forrestfwilliams I think we'll want to test the mambaforge->micromamba change first, so we can circle back to that if it works well when creating the hyp3-isce plugin.
