New URL isn't ready for primetime yet, but figured I'd get the ball rolling here. I&A ticket for the new deployment is https://asfdaac.atlassian.net/browse/PR-2550
We'll want this released in hyp3lib and the two (one?) gamma containers released with the new hyp3lib version before the old url (https://d2jcx4uuy4zbnt.cloudfront.net) is retired.
Retirement of the old url will be breaking for v1 RTC_GAMMA, which is running v2.3.1. We may need to hotfix in a one line change at https://github.com/ASFHyP3/hyp3-rtc-gamma/blob/v2.3.1/hyp3_rtc_gamma/__main__.py#L34
