Does not load a table of contents when Jupyter Lab is launched in the Jupyter Book's root directory #20

If you cd into the Jupyter Book's root directory (containing the _toc.yml and _config.yml files), the table of contents does not render.

If you start Jupyter Lab in the Jupyter Book's parent directory and use the Jupyter Lab file browser to navigate to the book, it renders as expected.
