Bug855 testing is messy #856

This addresses my main concerns that made me report #855. Summary:

removed all kinds of output the tests would create
fixed a few tests by removing implicit dependencies to other tests
updated .coveragerc
added .pylintrc
completely rewrote tox.ini to
- use .coveragerc
- use pylint instead of prospector
- run the tests in askbot/tests/ in parallel
- The unit tests as well as pylint are running in parallel with 8 processes by default

(Do not merge this yet. The new installer will require additional work and as it stands the tox.ini files cannot be merged automatically.)
