Add references to GitHub page on specification? #30

I think it makes sense to add references to the GitHub page to the specification, specifically in the Authority section and perhaps the Domain Profiles section. Any objections?

On a related note, currently the specification lists the ASPRS phone number, mailing address, and email address. Can anyone verify whether these are still valid? Are they even worth including any more? @jstoker74

I've updated the contact info and added the GitHub page link. The LDP section will need to be updated later when we get to updating the LDPs in general.
