2024 update - customizer

• [ ] remove additional CSS section (team: decide on one place for custom changes, HFCM?)
• [ ] disable widgets
• [ ] homepage settings - move to admin area?
• [ ] disable menus - menus are handled in admin area.
• [ ] ASU analytics - move section to admin area
• [ ] 404 page - move to admin area
• [ ] ASU Footer - move settings to back end (copy header settings example)
• [ ] ASU Header - move legacy settings with rest of header settings
• [ ] Site info - can this be moved?
• [ ] select theme - can remove

Once all items are accounted for, possible disable customizer button?
