adds some support for

TeleCommand (TC; CCSDS 231.0-B-4 ) (CLTU encoding with BCH)
Telemetry (TM; CCSDS 132.0-B-3 ) Is missing LDPC on TC and reed-solomon decoding for TM frames.

it's a good start on the TC/TM framing. need to add an issue for those missing bits.
