docs: cleaner delineation between consumer and developer docs #1096

Overdue improvement to help Unity consumers identify which parts of the Unity README.md pertains to them. Supports improvements documented in UDSS-1421

I didn't redo the Markdown header levels, due to wanting to avoid breaking existing links to some of those sections.
