Uds 1390 - alternative to `storybook-deployer`

Description

These commands will build the static site at the root "./build"

• 'yarn install --frozen-lockfile'
• 'yarn build'
• 'yarn build-storybook'
• 'yarn gulp'
• Jenkins will run deploy-gh-pages.js script

Added npm package gh-pages which will deploy to gh-pages Added feature to allow testing without building locally.

• https://unity.web.asu.edu/ will work normally
• to view a branch change URL https://unity.web.asu.edu/branch/uds-0000

TODO

• need a wait to cleanup and remove the branch when the branch has been deleted
