build: remove package with security issue #1190

Description

Added npm package gh-pages which will deploy to gh-pages
Added feature to allow nested static site in gh-pages (We are not using this feature at this time)

Simplified build: To build the complete static site locally

yarn install --frozen-lockfile (--frozen-lockfile is used on Jenkins)
yarn build-storybook
yarn start (start a dev server)

Jenkins follows same pattern but runs a deploy script instead of yarn start

node ./scripts/deploy-gh-pages.js dev PUSH
