UDS-1658: add unity-react-core and upgrade Yarn #1339

Description

Changed package manager to Vite on every package except for legacy components-core
Upgraded Yarn to v 4
Created new unity-react-core to deprecate components-core
Removed component-carousel as independent package, moved component into unity-react-core
