make_file_id and assert_file_grp_cardinality #4

There are more things in core to adapt to. We should set_pcGtsId in transcode, and regions = pcgts.get_Page().get_TextRegion() should be replaced by a call to get_AllRegions ...

I've added commits with these suggestions, not sure whether I did the get_AllRegions right because I have a bit of processor tunnel vision by now ;)
