Tasks:

[x] remove unused testing code
[x] standardize test structure across projects
[x] remove unused server code
[x] make quotation style consistent (we use ' and " inconsistently throughout the server)
[x] (optional) implement Sheldon's permission handler decorators
[x] (optional) implement Sheldon's http error handlers

Unused Server Code that might need to be removed or cleaned:

Ask Anything Project
Instagram API (instagram changed their API, so this code is most likely useless now)
Volunteer forms (this hasn't been implemented in the frontend for a couple years and we could probably do it better through the forms project)
mask code related to view tracking
