Suggestion: allow ``backgroundCover - refresh`` to reload the image if only a image file chosen #121

I would like to say this is a good extension. But there is one thing that I am a bit mad is background got erased every time VSCode made an update but there is no quick way to re-enable

As the time I am writing, I will open the Command Palette, choose backgroundCover - start, Opacity, and just re-enter the current value.

At the first moment when I use this extension, I expected backgroundCover - refresh to re-enable the image after VSCode made an update. Nope, it asked me a folder

So my suggestion is the refresh function will do what it is doing right now: pick a random file and set it as background, then restart VSCode. But it also should re-load the background and restart VSCode too if only a image file chosen. So after updating VSCode, I just hit Ctrl + Shift + F7
