USE -udev on sys-apps/systemd-utils resolves the block
[ebuild R ] sys-apps/systemd-utils-252.9::gentoo USE="acl kmod (split-usr) tmpfiles -boot (-selinux) -sysusers -test -udev*" ABI_X86="(64) -32 (-x32)" 11553 KiB
[ebuild N ] sys-fs/eudev-3.2.11-r2::gentoo USE="kmod -introspection -rule-generator (-selinux) -static-libs -test" ABI_X86="(64) -32 (-x32)" 2202 KiB
Total: 2 packages (1 new, 1 reinstall), Size of downloads: 13754 KiB
Is eudev causing conflicts with other packages and no longer usable? should we drop it?

I still think systemd is still a uncontrolled cancer that spreads where it does not belong, so this is something that needs to be considered carefully.
Not to mention the use of the UnPredictable Network Interface Names Rant (maybe a bit to strongly worded, but still valid points) at https://web.archive.org/web/20131209211634/http://nikize.se/index.php/blog/show/unpredictablenetworkinterfacenames-madness.html
