Remove Si-IC coincidence, count IC scaler within multiplicity gate #200

Remove Si-IC coincidence from pointcloud phase, underlying methods still exist, just unused. Remove now unused correct_ic_time config parameter. Add scaler couter for IC within mult gate, write to separate file in Pointcloud phase. Bump version to 0.13.0rc0
