Part Lock not recalled #13

legacy reported issue:

when patches are saved with lock on different parts and opened next time, locked icons shows unlocked, but when you want to change part, i get message unlock the part.

It seems that individual part lock is toggled on, therefore it won't allow part data to be changed. If regular section lock per part is toggled on, then part data should change but locked data is sent back to hardware.
