[Bug]: Low denoising strength just makes image blurry (1.7) #14389

Checklist

What happened?

Low denoising strength just made image blurry in 1,7, it was working as expected in 1.6

Steps to reproduce the problem

Make prompt of something, use hiresfix and chose a low "denoising strength"

What should have happened?

The hires fix should have upscaled to a crips image, (with little differnce to the unscaled (due to low denoise strength))

What browsers do you use to access the UI ?
