[Bug]: LORA's with .zip extension do not display in list with other LORA's

What happened?

Downloading a lora From Civital that is listed as a Diffusers ends up not showing in the list of other Loras. file has a zip extension instead of Safetensors.

Steps to reproduce the problem

1 download file from https://civitai.com/models/154278/beauty-booties?modelVersionId=172866 2 add to folder 3 file refuses to show up.

What should have happened?

file shoulkd show up as a diffuser lora.
