To help users to create new issues, there should be issue templates configured.
Background
Issue templates are a nice way to help users write issues with all the information needed to get them solved. Additionally there are different types of issues, that require different information. E.g. bug, enhancement, question, etc^1
The current structure is a basic version that I have worked with in scrum teams, but there are others that may be more fitting^2.
