Annotation create/edit/delete

Summary

• adds API endpoints for creating, editing, and deleting annotations
• refactors the old DeleteEventModal (which didn't have a design in Figma) to a generic DeleteModal that uses the annotation delete modal design
  • this modal is shared between event deletion and annotation deletion, and is intended to be used anywhere else we need a delete modal in the future
• adds an AnnotationModal with a form for creating or editing annotations
