Summary

adds a new Horizontal Separator option to the Insert dropdown in the RTE in the page form
adds code to serialize for displaying these separators
adds a new Slate plugin that marks the new horizontal-separator node type and the image type as void elements, fixing some odd behavior in the editor and occasional crashes on backspace
