Move index down in the Table of Contents page #74

The index should always be the last item on a Table of Contents page. It's like the index of a book:

Haha I swear it was at the top in the designs but I just went to check and it's at the bottom, so maybe I was hallucinating! I also thought the placement at the top was a bit strange. Will be an easy fix.
