feat: Use new `isActiveLink` utility function to highlight active page link

• feat: Add isActiveLink utility function

  • The commit adds a new utility function isActiveLink to the src/utils/isActiveLink.ts file. This function is used to determine if a link is active based on the current path and the link's href. The function returns Tailwind CSS class names based on the result, which are then used to highlight the active links

• feat: Update ReactHeader component to use isActiveLink utility

  • Use the newly added isActiveLink utility to highlight page links if the page is active.

• feat: Update ProjectsDropdown component to use isActiveLink utility

  • Use the newly added isActiveLink utility to highlight page links if the page is active.
