Music Volume Reverts to 80%, Even When At 100% #172

What steps will reproduce the problem?
1. Play any music you have (OGG, in this case) via the Sound config option, or 
just keep the default System Menu music.
2. Turn up the Music Volume to 100%.
3. Exit and restart the application.

What is the expected output? What do you see instead?
Music at the desired volume, but the volume is reverted back to 80%.

What version of the product are you using? On what operating system?
r126. Has been happening for many versions. My Wii was softmodded since August 
2011, so I would assume as far back as r112, but I wouldn't know for sure. I DO 
know it happened in r125.

Please provide any additional information below.
None at the moment.

Forgot to mention that after rebooting, the music volume will still say 100%, 
despite the lowered volume.
