Manifest.json changes are not triggering a reload of the extension #3

If there are changes in the manifest.json in the web extension project root they're not automatically applied. Stopping the browser and restarting will copy the changed manifest.json to the public folder and the new change can be tested.

It would be great if the change will be applied with-out interaction - better dev. experience.

Not sure when I'll add this as the manifest changes just at the beginning of new extensions pretty often and later these changes are pretty rare.

But feel free to check if it's possible to add.
