User Guide is confusing/misleading #172

  1. Most of the example commands in the User Guide do not work.
  2. The order of the commands can be improved (e.g. more basic commands before more advanced commands)
  3. Terminologies are not explained (e.g. what is a criteria, etc)

In quick start 6. add pol command should be addpolicy
