Limit the number of allergies a patient can have #157

As an NFR. I think 100 is pretty reasonable.

Should we do the same for Vaccines? Patients cant have more than 100 vaccines injected into them?

Yeah sure i think 100 is too much I think 30 is better (same with allergies / ingredients)
