[PE-D][Tester E] Keyboard navigation does not select Staff

Since a staff is selected when you click on them, it would be less confusing if keyboard navigation using arrow keys has the same behaviour, where moving over it will select the staff, otherwise it would have the inconsistent behaviour where the hover on the left tab does not match the staff details on the right:

The described behaviour in the documentation for arrow keys controls requires hitting enter to select the person. Similarly for mouse controls, only clicking would change the details. Fix: Hence would review the UG again to make sure controls are made well clear to the use
