[PE-D][Tester D] Command history is not properly documented #263

Command history currently cycles every time the user presses up. So when it reaches the last command, it will cycle back to most recent command. However, when you press down, the it does not cycle. Perhaps a note could be added in the user guide regarding the behaviour of this command history
