[PE-D][Tester E] Lack of documentation for duplication handling

From both user guide and developer guide. There are multiple mentions of assuming not duplicated.

However, there is a lack of information on how a person or transaction can be detected as duplicated.

I could only find this information about duplicate handling in the UG but not in the DG.

While we do accept that there is a lack of documentation mentioning what is considered to be a duplicated person and how duplicated person is handled in both UG and DG which is related to #440 and will be fixed for 1.6.

For Transaction There does exist the DG documentation related to adding duplicated transaction found under Appendix: Instructions for manual testing -> Adding a transaction, point number 5.

Which mentions the expected behaviour when detected the attempt to add an duplicated transaction

Additionally, more details are provided for what is considered a duplicated transaction and how users should handle it under the screenshot you have provided
