Whitelist Works on Non-Blacklisted Clients

The documentation states "Whitelists a previously-blacklisted client"

Expected Behavior (according to userguide):

• Should only work on blacklisted clients

Current Behavior:

• Can be executed on any client regardless of status

Successfully modifed to unresponsive

Recommendation:

• Only allow whitelisting if client is blacklisted
