[PE-D][Tester D] findtime error message of invalid time #272

for findthime error message, perhaps instead of saying invalid format message it could display the message that the timing format is incorrect like it does for adding a person correctly, but with invalid time

PreferredTime should consists of start and end Time in the format 'HHmm-HHmm'. Time should be in range from 0000 to 2359.
