[PE-D][Tester D] Reset budget not working #174

Steps to reproduce:

  1. Add an expense to a category
  2. Set a budget that is less than the expense amount
  3. Run command toggle-reset to turn on budget reset
  4. Log in 1 month later

Expected: Budget is reset Actual: Budget is not reset

I cannot find a solution for this in the short term. Consider to delete this command because it is not working the way we want it to.
