[PE-D][Tester C] Add participant bug when adding phone numbers that do not start with 6 or 8 or 9 #204

Since the programme can only accept phone numbers with 8 digits, I assume that you can only put Singapore phone numbers. But numbers that do not start with 6, 8 or 9 are still accepted
