Make JOYMOUSE a core option. #3

JOYMOUSE as a core option so it can be memorized on next launch. Made Retropad_A the selection button as it is the "OK" button in Retroarch menu.

(Also put "Seek Sound" default to OFF as it is bugged at the moment and just makes a never ending noise.)

Nice implementation.

I want to change 2 items.

  1. JoyMouse's button is assigned 'left click'=B button and 'right click'=A button. I think 'left click' does not mean 'OK'.
  2. I want to unify the vocabulary. 'Gamepad' -> 'Joypad'. (When I wrote Linux kernel's joypad driver, They said so strongry.)
