New core options with some sublabels. #70

New Libretro core options format.

It's compatible with older version of RetroArch. It allows to add sublabels to explain your options: sublabels

Now you can order your lists as you want, the 1st item doesn't have to be the default value. The new default is like here. list-numbers list-soundcards

You can name your options as you wish and you can also translate them. So you could now write them all in Japanese and they will show up following the RetroArch language setting. See translation example here.

Sorry I could not do more sublabels as I don't understand all the options in NP2kai! :sweat_smile:

It takes time to understand, but I read it carefully.
