Description

Dependencies are not required for this change. ] The CONTRIBUTING.md file is added to the base branch, that contains several essential steps and support for other users to be able to follow so as to get them contributing in this repository.

The CONTRIBUTING file is just initiated with this commit, and is expected to be open for further improvisations.
