defaultLanguage from SiteSettings is not loaded anymore #2556

Describe the bug If a defaultLanguage (other than English, e.g. "de") is defined in the SiteSettings entity, the system upon syncing that initially should automatically switch the translation. This is especially important because we often hide the language selection UI for clients that use another language, so the centrally configured defaultLanguage is the only way to get to the correct language.

This switch does not seem to happen anymore. (test in dev.aam-digital.net for example)
