Make useful issue labels #263

Currently our Issue labels are pretty none nonespecific and therefore there is often a multitude of labels that apply without actually having much of an inpact in building meaningful groups.

Therefore it would be good to redo the list of available issues

added new labels that should be more useful working with hera going forward. these labels are ment as baseline additions can be made if necessary
