Support for Decentralized Identifier #234

Decentralized Identifier frees users from DNS-based identifiers. DNS is a hierarchical system controlled by organizations that we didn't elect or choose. DID(Decentralized Identifier) is not.

With DID, users can move across instances without losing contacts.
