FEATURE PR to update Rust-Clippy, and Travis-Conversion workflows.

Rust-clippy works without errors.
Travis-conversion is DISABLED for now, but should be getting closer to working.
Rust has DEPRECATED non-toml rust-toolchain files. So adding one for "stable" release.
